Decile 10 is not a list of Indonesia's richest people. Nor can the number be read as a specific income limit, let alone a measure of household wealth.
What the decile shows is a relative position based on an estimated welfare level, calculated from a range of socioeconomic variables. Two households with substantially different economic conditions can therefore still end up in the same decile.
The problem is not the use of an estimate. A system like this is necessary when the state has to rank hundreds of millions of people without having actual income data for every household. The problem arises when that estimate determines access to various programs, while the public receives only the number itself, without enough information to understand how that number came to be.
The viral table from February 2026 spread widely because it offered something not available through official channels: an explanation of what a number means. Its content was false, and three fact-checking organizations have proven as much. The vacuum that made it appealing has not been fully filled.
In the end, the question about decile is not simply whether someone falls into decile 1, 5, or 10. The real question is what can be concluded from that number, how accurate the estimate is, and how the public can verify the result.
DTSEN has already become important infrastructure for social policy. Transparency, therefore, does not have to mean disclosing model weights or every family's personal data. Transparency can start with something simpler: publishing aggregate statistics, explaining how to read the ranking results, opening space for independent testing, and ensuring that information across all government channels follows the same rules.
Decile 10 does not need to become a label for being rich. But the number the state uses to determine who does and does not receive the benefits of public policy needs to have something more fundamental: a meaning the public can actually understand.
