It's true that QRIS Tap cuts transaction time down to about 0.3 seconds, and surveys show that 64% of Indonesian Gen Z experience financial stress, driven by factors such as rising living costs, the desire to improve their mood, and impulsive debt (Republika, 2025; Infobanknews, 2026). Both facts are interesting to read side by side, but they don't establish a causal relationship. Concluding that QRIS Tap drives "doom spending" would go beyond the available evidence.

The biggest insight from QRIS Tap isn't how quickly a new technology gets adopted — it's how to tell access apart from usage. For brands, this distinction shapes both how market opportunity is read and how product success is measured.

First, digital payment is no longer a differentiator. With more than 45 million merchants already accepting QRIS and around 3.2 million merchants accepting QRIS Tap (Kontan, 2026), accepting cashless payment is no longer a competitive edge. Differentiation has shifted instead to the customer experience surrounding the transaction — from payment ease and process speed to the post-purchase experience.

Second, the higher transaction limit opens up new category opportunities. With a transaction cap of up to Rp20 million per payment, QRIS is no longer confined to small-value transactions (QRIS Interactive, 2026). Brands in categories like electronics, furniture, automotive, or premium services now have a stronger case for positioning QRIS as part of the core purchase journey, rather than just a payment alternative.

Third, separate acquisition metrics from usage metrics. Provisioning data shows how many users already have access to a feature, but it doesn't show whether they're actually using it. In the 2024 SNLIK survey, financial literacy reached 65.43%, while inclusion had already reached 75.02% (OJK). The same pattern shows up in earlier surveys: in 2019, financial literacy stood at 38.03% with inclusion at 76.19%, while by 2025 literacy reached 66.46% and inclusion 80.51% under the sustainability-based method (SNLIK 2019 and 2025; Fiskalpedia Kemenkeu, 2021; GoodStats, 2025). In other words, more and more people already have access to digital financial services, but not everyone has adequate understanding to use them safely and responsibly.

It's worth noting that the 2024 SNLIK results can't be directly compared with the 2022 survey, since Indonesia's Central Statistics Agency (BPS) stated that the sampling method had changed (Kontan, 2024). The difference in inclusion figures, then, reflects a change in methodology more than a genuine change in underlying conditions.

When compared using the same source, Indonesia's standing within ASEAN also still lags behind. The World Bank's 2025 Global Findex put Indonesia's financial inclusion rate at 52.39%, lower than Singapore (97.82%), Thailand (91.12%), Malaysia (87.18%), and Vietnam (69.85%) (Global Findex 2025; Bisnis.com, 2025). However, Global Findex figures can't be placed side by side with SNLIK figures directly, since the two use different definitions and methodologies.

This gap between access and literacy opens up a number of policy risks. On the financial side, easier access could potentially drive impulsive consumption, which under certain conditions could lead to the use of illegal online loans or other risky activity. This risk chain remains conceptual and needs further research to establish causality, but its direction lines up with the high level of financial stress reported among Indonesian Gen Z (Republika, 2025).

Another risk shows up on the digital-security side. The habit of scanning QR codes without verification leaves users more exposed to fake QR codes and phishing attacks (QRIS Interactive, 2026). As the QRIS transaction cap rises to Rp20 million, the potential loss from each incident grows larger too. That makes improving digital security literacy increasingly important.

These findings point to one clear policy implication: expanding access should go hand in hand with building user capability. Regulators could consider steps such as additional verification for high-value transactions, security education at the point of transaction, and literacy programs that scale alongside the acceleration of inclusion. QRIS Tap shows that building infrastructure is far faster than building habits. For brands and marketers, the lesson is simple. Distribution numbers show how large the market potential is, while usage numbers show how much of that market has actually been reached. Both matter equally, but they can't be treated as equivalent metrics.

In the end, the edge doesn't go to whoever expands access fastest — it goes to whoever most successfully turns access into habit. That's the difference between having millions of users who can use a product, and having millions of users who actually choose to use it.
